In fact, he doesn't know exactly how to present his current problem, and, to be fair, most missing person cases above-ground normally featured the whole "face on milk carton" solution. Which is both somewhat inspirational and ridiculous at the same time. Because, honestly, Victor does not know how to start this video message.
